Daleks are excellent swimmers. With ambitions to rule the universe and so many worlds deep in water and other liquids, of course they are. The mechanisms are obscure, but I believe they remain upright, submerged to about half their height, with their "arms" above water.

THEY CANT SWIM BUT YES THEY CAN HOVER BUT NOT FOR LONG DISTANCE BECAUSE IT DRAINS THEIR AA BATTERIES! WHEN THE DALEKS COME FROM CALAIS TO DOVER THEY FLOATED! THEIR HEAD OPENS UP AND THEY PRODUCE A SAIL. SOMETIMES WHEN THERE IS NO WIND THEY PERISH!
A DEAD DALEK IS CALLED A BOUY!

I guess the water would fuse their electrics. Probably they hover much like a hovercraft...or they would exterminate the water first so that they didn't have to swim in the first place...

why or course they can! they can spend no more than 1/2hr under but can travel up to speeds of 80 MPH in the water so normally 1/2hr is quite enough

I think they would hover above the water. They'd probably rust out trying to swim.
