What is the name of a dragon cartoon from the early 80's??

all these fighters from different countries used to ride around on dragons' heads. there was a good and a bad side and they ended up in a big war and humans had to help.

Was it Dragonaries they had sheilds that had holograms of their dragons, my brother had the toys.
