Definitely not.. He was an "over acting" actor.He doesn't deserve to gain the title in TN itself.

Dr. M Balamurali Krishna once asked about the prize offerings to Best Singers/ Best Actors etc: "WHO DECIDES THESE...AND WHAT IS THEIR COMPETENCY...?" This sums up the "doubts" in regard to the genuineness of all such RANKINGS. We must recognize that in a world where RELIGION, ARTS, POLITICS...and such other NON-SCIENCE activities are never UNIVERSAL, but are local/ regional and ethnocentric, large scale comparisons between personalities and events of various ethnic regions cannot have uniform evaluations. For example, for those of us Hindu Faith people, the idea of IDOLS representing the various WORLDLY FORMS of the ONE GOD is acceptable and necessary, whereas most other religions CANNOT AND WILL NOT UNDERSTAND that. Attempting to compare the different religious themes and ideas, thus, would be fraught with danger, reaching fanatical proportions.
That being so, there still is a possibility to make genuine comparisons, which however needs to be clearly defined.
I have lived in the era of Yule Brenner, Dileep Kumar, Shivaji Ganesan, Stayajit Ray, and such other stalwarts. And though I hail from Kerala State, the impact that Shuvaji Ganesan had on me and many others through his cinematic excellence was high. And it is interesting to note that today's Super Star of Malayalam (Mr. Mohan Lal) is supposed to be considering Shivaji Ganesan in very high esteem.
The question, whether Shivaji is "THE BEST EVER" may not be universally answered and accepted, for reasons indicated earlier. But, a scientific debate, wherein the parameters are appropriately defined, may bring out such an analysis any way!

you can say one of the best actors in the world as there are other actors also in the film industry who are great such as Rajnikanth, Dilip Kumar, Raj Kapoor, Sanjeev Kumar, Ashok Kumar, Amitabh, Kamaal Haasan, Robert De Nero, Al Pacino and many other great Actors.

I don't agree with that.
I think Big B is best ever from India.
And do not use word "World" as you can not compare between apples and oranges.
