Can Felons Be Acupuncturists?

Can a felon with a violent offense be a registered acupuncturist in Oregon or anywhere in the U.S.A?

It's possible that a felon could slip by the licensing board. An old felony in another state might not show up in a criminal check. However, they aren't supposed to be able to register as an acupuncturist.
