Events which unfold in the natural world that have been recorded is considered history. The natural world operates cyclically, and so does history.
In the Classical west, we have the idea of a cycle of Golden Age to Iron Age, and ancient India, Satya Yuga to Kali Yuga.

Have you ever heard about the ciclicity of life? It is a concept heard not only in history but also in doctrines like yoga! The periods are always repeating and the events that happen in every period are in some way ore another similar that is way there is a feeling that history repeats itself!! The ciclicity of life can be seen in our nature as humans also, what is begun must be ended and then eventually repeated!! Hope is clear enough!!

Because history does repeat itself. When you get rid of some of the detail, a lot of things are the same situation over and over again. Only when something is truly, truly novel, history can not provide some sort of clue as to whether or not we should act upon something. However, how many things can you think of that fit that catogory.
"Those who do not remember the past are doomed to repeat it," is another saying like that. There is nothing untrue about it.

It was George Santayana who said something like "Those who do not study history are condemned to repeat it". It was Henry Ford who said "History is bunk." They are both right. It depends on scale.
There are some inescapable verities of history. The waxing and waning of empires. Power. The drive for resources and influence. That is the Santayana level.
Various participants in history have an infinity of ways to resolve the larger imperatives. That is the Ford level.

History as you know is a thing of past. People only know what has happened in past. They do not know what will happen in future, though they may make a guess based on past experience and some gut feeling. Though there is present also in addition to past and future, but present is like a water in river which is past of whatever is flown and future of whatever is to come. So only thing one knows perfectly and surely is whatever has happenned in past.
Therefore the next logical conclusion will be that the things happenned in past, i e history, will guide the things to happen in future, unless off course that the thing of past is so irrelevent that it can not be repeated. In most of the cases the histrorical events will present themselves as it is in future also. So it is said that learn from past because that is what is only known to you. And take cue from past to shape future. That is why it is said histroy repeats itself. Now you try finding examples of history repeating itself.

I understand why people think that history is in the making of mistakes but from my point of view i would like to say that history starts from the evolution of something and also its extinction.
It means there is a start and an end to everything. And the cycle goes on.

"history repeats itself",this phrase is taken from a story.
A boy was studying in a school. One time,in a histroy period.he made a mischief and was given to write the spelling of history 15 times. He wrote it and came to conclude that he repeated history!
The real meaning of "history repeats itself" is that mistakes done earlier could be repeated more.

I even have examine significantly in this occasion with very diverse effects. So i might prefer to recognize what you're interpreting so i will examine it out.

"history repeats itself" is most often used by the uneducated with no idea of why things happen the way they do. I believe that history is like water: it wants equilibrium (which is stability). When that balance is disrupted, someone has to go!!!!!

Because we don't seem to learn from past mistakes. People have been killing other people since Cain and Abel.
Each war is touted as the war to end all wars. God knew what he was doing when he gave Moses the ten commandments. He knew we humans would be tempted, or would do, all ten of them.
