Wow, what an amazing question! I don't have the answer but it sure has got me thinking! My son is visually impaired (legally blind) but has some good functional vision. I am 100% sure though, even when he was a baby & had very little functional vision that he was definitely dreaming because I used to stand & watch him & wonder what on earth could he be dreaming about. I always wondered what visual images he could possibly have to dream about!
I guess to get the answer to this question you could access an online group for profoundly blind people. They do exist!

Of course even a blind person dreams. Every human who has a desire dreams of fulfilling the desire or wish. Even a person born blind from birth may dream of recovery of sight.

it's impossible not to dream even for blind people. a dream is what the brain sends to the person while sleeping, it's kind of plays in your memory.. they might not have similar dreams as we do but they sure see whatever is playing in their imagination and memory. if they can think and imagine it means that they can visualize things in their mind, which means that they can dream...I'm not blind and i have dreams about things that I never thought I would see in my whole life.. this is because my mind and imagination are leading my brain waves in my dream.. I hope I was clear enough to help.

For the blind there will be dreams mostly associated with sounds. Since, they don't have any particular idea about objects, colour, shape & size, they cannot get the picturised view.
But, they do have dreams.

For the sighted dreams are most vivid in the sights. That's simply the most concrete way we know to experience our perceptions, in life or dreams. For the unsighted there are as vivid "images" in sound, scent, and tactile sensation.
It could be more easily argued that the dreams of the sighted are more limited because they rely so heavily on that one sense.
