I think you mean "surfs". That is a tide. A "serf" is a peasant in the middle ages who was tied to the land.

You can google "tide tables" and get a listing of when the tides arrive at different areas. There's a few minutes difference from one place to another on the coast. Your question is a bit vague. Western surf where? Australia? California?
