There are books such as The Writer's Journey that can help you come up with ideas and refine them into plots. According to one theory, there are only seven basic plots anyway (eg. love story, redemption story, hero's quest etc) and the rest is what you add on top and how you tell it.
Choose something that interests you and start to write. I guarantee that once you start to write, the creative juices will start flowing and the ideas will come. It doesn't matter if it's not Harry Potter or even if no one else ever reads - writing is a wonderful hobby even just purely for your own entertainment.
I would also suggest you try writing some short stories first - they teach you a lot about structure and it means you don't have time to get bored by an idea before you have the gratification of finishing.

If you can't think of an idea it's probably going to be hard for you to write a novel, it takes more than someone telling you "How about a boy that stumbles on a peaceful village in the middle of the woods populated by elves that he wants to move into, but when he leaves to get his things from his house and return, he can't find the village, and now he has to find out if it's real or if he's going crazy" and make it into a novel.
Someone could've told you the basic plotline for Harry Potter before that book was written and the odds are heavily stacked against you writing a book as popular as Rowling.

Then you're probably not a novel writer.
Why do you want to write a novel? Is it the idea of writing a novel or the actual writing that possesses your spirit? Cause if it's the idea and not the writing, you won't succeed.
A writer writes, just like a driver drives and a nurse cares for the sick. A writer does not publish. Publishers publish. Teachers of writing teach people how to write. You do what you are, not what you idealize.

first think of your own life - go through and think of interesting events of your life. Then think of all the unusual people you know, especially anyone that has any quirks of any kind. Think of people who are opposites of each other and then write those down. Then think of different situations to put those opposite people into where there might be conflict - pick a place, you have a story.

can you please write a novel about an evil, cunning, and incredibly intelligent schoolgirl who has the atypical capacity to hate people .. ya i've been having that on my mind all these years .. it really interests me .. i want someone to give an understanding of evil .. what is live spelled backwards? . . . i mean she should be quite normal but really wicked inside .. she isn't really evil but honest and completely detests hypocracy not like a lot of "good" persons out there .. she's incredibly creative, sort of midway genius .. if you don't like the idea i know about this method that many writers, artists have used effectively before to get inspired .. Leonardo Da Vinci says he would stare at a stain for like an hour then he would find himself a burst of creative juices just by looking at the stain .. i mean dude .. that's Leonardo right there
