We use no more nails a lot.
First you would need to make sure both areas are dust and dirt free, then i would put the no nails on both surfaces, then either hold down, put a weight or clamp the two objects together, untill it sets.
Whatever we have used no nails for is still lasting many years later.

Yes but there could be a problem if the concrete surface was not flat as the woof could only stick to the high points.Similarly if the wood is distorted or twisted it will probably need nailing as well. In any case the wood will need to supported while the adhesive is setting by using pins or props.

It will yes 100% but becareful and make sure your concrete is secure and thick enough to support the weight of the wood, i used it for this a few years ago and the glue held perfectly but the wall ripped apart with halve still standing and halve attached to the wood on the floor

I would say it would.
I use no more nails everywhere I wouldn't be without that and silicone sealant!
As most people have said though, you may need to support it as it dries and I wouldn't rely on it to hold a massive weight.
There is now a heavy duty version (in a black tube called Ultra) that may be better.

what does the label say
what type of concrete is it (how smooth a surface finish)
if the concrete is very rough or very dusty then I doubt it. Id suspect that if its dusty you could seal the surface before attempting to use the "glue".

All these things generally do what they say on the box/tin. The problem is that you have to do everything exactly as stated on the box/tin. It is doubtful if you will be able to stick a railway sleeper to the ceiling but you might be able to stick a bit of two by inch providing you are just going to look at it. Best of luck
