Do the taxes go mainly toward public transportation or also to other social services?

That's what I'd like to know.

I'm living in Germany right now. The roads are horrible, there are no lights on the autobahn (even near large cities like Kaiserslautern, Dresden, Frankfurt am Mainz, and Munich), and the public transportation, like buses, really aren't that great. The trains are alright, though, if you live near a train station (we live about 25 km from the nearest bahnhof).
Sales tax is 18%. I happen to know that it goes towards providing medical care for all German citizens. Lucky for us, we're not German, so we don't have to pay the sales tax on most items.
Other than that, I just don't know.
