i want to change it from green [start], blue tasbar on bottom screen...to something different...maybe red i dont know i just want to change it

Right click anywhere on your desktop, click properties then the appearance tab from there you can change what's called your colour scheme. This will change not only your taskbar but also the colour of your windows.

Start-control panel-display-appearance-color scheme, then only choices are default (blue), olive green, or silver

right click on ur desktop
click on properties
click on the "appearance" settings
choose any color u want there..
click apply
then click ok

you can also use Style Xp.. its good if you want to change lot of displays in ur pc. the problem is it is shareware.. i have keygen for this.
