The public will always ask for more than they are eligible. It is not corruption. The govt. officials take bribes to grant licence or approval, this is corruption. They are already paid salaries to grant licence and approval, but they do not do so, they only give licence on payment of bribe. The public have no choice but to pay bribe. I strongly suggest that all public servants should be punished severely for taking bribes. They should be educated to do their jobs sincerely and not expect or take bribes, but be satisfied with their salaries. There should be a effective surveillance system to detect and punish the bribe takes. This will stop corruption at the root. It is no use blaming the poor public, who pay bribe not by choice but by force.

Ourselves followin law and being law abiding citizens is one measure in curbing corruption. The other is punishment for doing corrupt practices. Both are important. Carrot and stick.
