There aren't enough facilities like transport, hotels, stadiums, etc. to host such big events because India is still a developing nation.
Also, there will be very few people who"ll be interested to watch the games.This is because Indian people like watching only those games in which their country participates.
Tourists from other countries mightn't prefer India for various reasons Causing immense LOSS.

The olympics is governed by the IOC (International Olympics committee). The IOC receives bids from countries that wish to host the Olympics. The bids should contain information covering the overall concept, finance, political support, security, accommodation, and infrastructure of the country that wishes to host the games. The IOC then selects the best bid received and awards the right to host the olympics to that country. However at present i am not sure if india is ready to host a olympic event, owing to infrastructure problems like the traffic, hotel facilities or an olympics games village etc.
I also remember reading somewhere that india is bidding for the 2016 olympic games or so, as we believe our infrastructure would be suitable for such an event by then.... until then i guess we have to wait.... I dont think there is any favoritism involved.
P.S: a minor correction in your question, the word is "Host" and not "Hoist", you can't hoist the olympics, maybe you can do so with the Flag! ;)

The 2016 Summer Olympics, formally titled the Games of the XXXI Olympiad, is a major international sports and cultural festival to be celebrated in the tradition of the Olympic Games as governed by the International Olympic Committee. While a host city has not yet been determined, various cities have begun a bidding process for that honor. A host city will be announced at the 121st Session (which will also be the XIIIth Olympic Congress) of the International Olympic Committee to be held in Copenhagen, Denmark in October 2, 2009. In terms of other large-scale international sporting events being staged in India, the city of Hyderabad organized the 1st Afro-Asian Games in 2003. India will host its third cricket World Cup in 2011, the previous two being in 1996 and 1987. India will also host the 2010 Commonwealth Games. The field Hockey World cup was held in India, in 1982.

It all depend on facilities India able to provide if they host a Olympic game like transport hotel, Olympic venues stadium.
Also required environmental clearance for pollution and crime and safety check.
If India is confident then they can put interest before Olympic committee. I do not thing there is any discrimination. Spartan

India does not have the required infrastructure for conducting a World event like Olympics. Even funds can be raised for building necessary infrastructure the money will be swallowed by corrupt Politicians and bureaucrats before the results are seen. This Country needs a benevolent dictator to discipline the people to conduct international events.
