Because English people are famous for being conservative on holding on their traditions....and being proud of them
In the old times, they did not have cold and hot water mixed in one faucet, so they keep it that way.
For the same reason England still has The Royal House.

I personally prefer modern water mixers. Turn the handle and adjust the temperature of water in seconds instead of minutes. Screw the British and their dumb traditions.

so if you want hot water you turn on the hot tap...

and if you want cold water you turn on the cold tap...

and if you want anything in between you create a mixture...

If you mean knobs? Then it's like that everywhere I've seen in the US as well...Just gives you better control of the water temp.
