The "R" rating stands for "restricted." Children under 17 years old are not (supposed to be) allowed into rated R movies unless with an adult. However, I constantly see movie theaters in many different states and different areas allowing anyone above 13 year of age to view the R rated movies.

According to the MPAA Ratings Board that rates movies offically it means:

"In the opinion of the Rating Board, this film definitely contains some adult material. Parents are strongly urged to find out more about this film before they allow their children to accompany them. An R-rated film may include strong language, violence, nudity, drug abuse, other elements, or a combination of the above, so parents are counseled in advance to take this advisory rating very seriously. Restricted-Under 17 requires accompanying parent or adult guardian (age varies in some locations). This signifies that the rating board has concluded that the film rated contains some adult material. Parents are urged to learn more about the film before taking their children to see it. An R may be assigned due to, among other things, a film's use of language, theme, violence, sex or its portrayal of drug use.

It means "restricted" generally, you need to be 18 or older or with your parent/guardian. The rating system has been criticized for inconsistancy, but generally exessive nudity, adult situations, or gore give it an R rating. Pirate movies often get an "AAHHRR!" rating.

No one under 17 admitted unless with parent approval and in the company of an adult. (And I quote "In the opinion of the Rating Board, this film definitely contains some adult material. Parents are strongly urged to find out more about this film before they allow their children to accompany them. An R-rated film may include strong language, violence, nudity, drug abuse, other elements, or a combination of the above, so parents are counseled in advance to take this advisory rating very seriously." )
