They sale recirc pumps at home depot. You would have to go to the hot water line farthest from the heater and install a return line back to the water heater. The pump has a built in thermostat to control it. It would also be a bonus to insulate the water line to save energy.

You can install a recirculation system that would give you hot water instantly at your tap, bit it WILL NOT reduce the hot water heating. In fact it will INCREASE the hot water heating since your hot water will be constantly cooled by the recirculation (think radiator). Best savings would be to insulate the hot water lines and the water heater tank.
