No this a common misconception....as you turn the voltage down the amperage goes up...your meter reads amps not volts...even though the light does dim it takes more amperage to drive the amount of light you still get if you want to lower your bill buy screw in flourescent bulbs...they will cut power consumption quite a bit...that is what i did...
