If it comes out of the blue and you've never met before then I'd say around 90%
People just don't go up to people in bars and tell them they are cute unless they want to have sex with them. Unless the girl was some sort of social retard who doesn't know people flirt and pick up in bars.
The only other possibility I can think of is she was dared to go up to a random girl and flirt with her. But assuming you are out of high school that's pretty unlikely.

In this day and age? There is a very good possibility that she is either a bi or lez. There is not question in my mind here that she is looking for some female company, so to speak.

If you find her attractive enough to pursue, then you should come right out and ask her. I mean, what have you got to lose anyway? Right now she is just a stranger. Some one who was confident enough to walk right up to you and sort of approach you with a compliment. Similarly, it does not hurt to come right out and ask her about her intentions or tell her about yours. You wont be offending her.

Even though I am not a woman, but from what I have seen and heard, even straight women find it a compliment when another woman is attracted to them. So what are you waiting for already? Go ask her.

50-50. A lot of straight girls feel the need to let other girls who may feel insecure of their looks that they are beautiful. I'm one of those girls who will tell someone (not someone brand new to me!) that I think they're cute if they've shown they hate themselves/their looks. It's a boost to someone's image and more girls need to be positive and helpful.
