Friendships at the gym are normal in the US. However, there is a different set of cultural assumptions as to eye contact and proximity. In short, look fellow guys in the eye only when you're talking to them, and don't "check them out" when they're not looking. Staring is considered impolite. Importantly, Americans (sorry Southern Latinos) tend to stand at least 2-3 feet away from each other. Try to stay at least 1m from people, or they will likely start to feel uncomfortable. It is an arbitrary and silly cultural standard, but it still exists.

Guys can not even meet women in GYMs, its like the big "ME" place. Dont feel bad, it happens to everyone. Most are just real stuck on themselves, even woman. Do a search on the internet for meetup groups, and local singles activities, Forget Gym meeting it's the worst!!!

He may be racist, he may be antisocial, he may be homophobic to the extent that he thinks any guy coming up and talking to him is gay. He may just want to be left alone.
The guy who said the gym is not a place to socialize is right. I can't think of a good reason why, but it would just be weird to have someone walk up to you and start talking to you out of the blue.

When I'm at the gym, I'm not there to make friends. I'm there to handle my business and get out. The gym just isn't one of those places where you go to socialize.

Don't worry, Its peoples insecurities about your intention by introducing yourself and your intentions by going to the gym. This also could be their fears of homosexuals or appearing homosexual by talking to another man. Maybe try multiple places to socialize.
