If I minimize the screen, I can't get it back again. I can't even shut my computer down, get to the control panel or anything. I am not very computer literate.

This is a very simple thing to fix. If you mouse over the task bar (thats the strip of writing) to the very top edge, you can resize it to be larger or smaller. In this case, you accidentally made it too small.
Slowly move the mouse around near the bottom of the screen and look for the mouse cursor to change into the two way arrow symbol. The arrows should be pointing up and down to indicate you can resize. Click the left mouse button and hold it down while dragging the cursor UP.

Move your mouse to the bottom of the screen. You will see a 2 arrowed curser, just drag it up.

do you mean your taskbar or what, if so try this
right click you task bargo to properties uncheck auto hide taskbar and click apply, if your talking about yout bar on internet explorer go to view and click and make sure status bar is checked

also u can run anything with the 3 keys windows cant liv widout..
ctr+alt+del
jst click on new task...
