You may be able to find a studio condo unit in the Bangkal area (near South Highway). If you do want to stay in a condo, this is where you find the cheapest deals. However, the floor area of those condos are somewhere between 15-20 sq.m. And the really bad thing is, it can get seriously flooded during rainy season.
There are but few places in your price range in a much different neighborhood, which is the area near Burgos St. A friend of mine is renting a place near Polaris St. (a backstreet of Burgos) in a price range similar to yours. No floods there, and the area is relatively safe as well...however, you do need to consider whether you can tolerate living near the red-light district.
Don't bother looking into the areas right next to the Makati Business District. The cheapest deal you'll get there are studio units in one of the many Cityland condos at the lowest price of 6,500 pesos/month (excl. condo dues).
You may also wanna consider getting an apartment instead of a condo unit. You can find a number of affordable apartments (definitely within your price range) in Poblacion and Guadalupe Viejo, as well as in the area of the city hall. It's reasonably close to MCBD and - amen! - Powerplant Mall. I found it better to stay in an apartment rather than in a condo unit because more often than not, you don't get charged any condo dues.
But most importantly? Try not to choose a place near Pasong Tamo and Washington St.! You'll know what I mean, come rainy season.
By the way, check the Buy and Sell newspaper for some affordable condo deals. And if you are indeed considering an apartment, take a couple of hours and stroll through the area where you'd like to find a place. Usually, the owners of the affordable places don't advertise in newspapers but simply post a "For Rent" sign on the gate.

the only way you can afford a condo in makati at your price range would be to share the rent with a roomate/s. look in the ads paper for share a condo...

Dream on ! If you can't afford at least P25,000 a month you won't have enough to stay in Makati. The business district of the capital city. I can't believe people think they can live there for anything less than P10,000 a month. A one bedroom apartment and a small one at that costs P10,000 a month 40 km north of there. Get real ! You can stay in a boarding house as a bedspacer for that.

Look somewhere else, like along EDSA, from Tuazon in Cubao to SM North. A number of condos are to be built along that stretch, that's in addition to already existing.
In Sampaloc,Manila there are a number of student condos that are under construction.I heard that monthly amortization is close to 5k.If you need help please contact me.
