The light is turning off and on. Do most heaters turn off after they have reached the temperature, or did I get a defective heater? Thanks in advance

All heaters are different. Some will kick on and the light goes on and some the light stays on on the time.

I have two where the light is on all the time and they are Neptunes. This just indicates that the heater is on and working.

Be sure you have a floating thermometer not one of the stick on ones. Watch the temp of your tank for a few days to be sure it isn't bouncing all over the place. If your temps remain stable, it is just one that the light remains on so you know that it is working.

The heaters work to maintain a constant temperature in your tank. Your heater will turn on and off to maintain that temperature. You may need to set your heater a few degrees higher in order to keep your tank temp at the desired degree. Practically all heaters turn off after the water surrounding it [the heater] has reached the set temp. It turns back on when the water has lowered it's temperature by just a degree or two.
No defective heater, that's how they work. Just like the heating system in most homes.

you Neptune is a reliable heater it's made by marine land,

but if your not sure on it performance do it the old fashion way. when the tank is at the temperature you like (you need a thermometer)turn the nob slowly till the light goes out and it should keep it at that temp

The light on my heater goes on and off ,it should only come on when your tank drops below the temperature it is set at.You should get a thermometer to monitor the temperature of your tank if you don't already have one.

there is nothing wrong with your heater the light you see on it is the thermostat when it up to tempriture it will automaticly cut of and when the tempreture drops iw will switch on again so dont worry about it just keep an eye on your themomiter to see if the temps right sum times you have to turn them up a bit or down good luck with your fish

Sounds good to me. It cycles on and off to maintain the temperature. Just like any furnace or heater in your home.

seems such as you will have a defective thermostat, they are think to discover whilst the water temp reaches the suitable point, and then shrink warmth, or turn off, i think of maybe you should call the save you acquire it from and ask in case you could replace it :)
