People uses it to block bad words.

Usually the write the first letter and block the rest by putting *

If you mean what does "****" represent, it's censoring one's own comment... meaning that the stars take the place of a cursing or other potentially offensive language. It's essentially the same as when television shows "beep" out someone's phrase that would have been possibly offensive to air. Just for the value of example, it would be like if I told someone to "Shut the **** up", or "kiss my ***". It doesn't mean one specific word, it's just censoring a certain phrase so as to avoid offending someone.
