I personally think it is old fashioned and charming to buy the dress for her ;) Go with the suprise - the question is what size range is she? If she is smaller - you should have no problem... and could go to your local mall and be fine.... If she is bigger, you may have to go through Lane Bryant - and their dresses are crap and you will have a harder time..
I had a whole paragraph here about what to get, but it occurs to me without knowing her body type. I would reccomend you take one of her friends with you - she will know what she wears and what she likes.
If you don't have a friend handy, use the advice of the women at the shop.
I would suggest to keep it simple - maybe with a bit of embellishment.

If you know what size she is and what style that she looks good in. Some times you have to worry about the hips looking too big, breasts looking too big or too small, does she wear a fitted dress, does she like a v neck, a round neck, a scalloped neckline, wide belts, no belts, low back, high back, glitzy, plain, etc. So if you know her style and what she is most concerned about when she puts clothes on, what fabrics she feels good in and if she likes sparkling dresses or plain, then you can go by yourself, but if not, I strongly suggest you take her with. You can go to Macy's, Sears, Penny's, Kohl's, plus there are a bunch of specialty stores that simply sell expensive dresses. Go on the Internet and goggle it. Dresses. That will give you a huge choice of places to go to. I would recommend that you tell her a white lie saying that your parents anniversary is coming up and the family is going some place special , but it is a surprise so not to tell any one, and you want to buy her a special dress. Evening Gown. Or some other story that is similar. Then she can pick it out and you can have her wear it and she will not know what is happening when you pop the question.

As well as her size, you would need to take note if she's particularly short, so as to prevent yourself from buying a dress that's too long.
