You can purchase the phone outright (full retail) at any Cingular/at&t store. Or, you can choose a phone from a site that sells phones that will work on Cingular. (Like www.myworldphone.com )
When purchasing such phones, keep in mind that you'll need the phone to have GSM 850 (Cingular's main frequency) and GSM 1900; sometimes you might be okay with one of them, but both are preferred. Keep in mind that you'll need to have certain information entered into the phone so that it will access Cingular services.

But in the end, the easiest route would be buying a phone outright from Cingular. :)

Did you want a new phone for you existing plan/contract? Or prepaid? If you want a new phone for your existing plan/contract, eBay has cingular/unlocked(phones that can go to any service provider) phones that you can just slide your SIM card in and there ya go.
As for prepaid, I think someone else covered that already.

why is it you need a cingular phone.?..Simple Freedom....has a really goood phone that you can purchase and put minutes on it by buying minutes card....internet capable and some even have a camera phone as well...cingular has out on the market what is considered a go phone....check your local wal-marts or discount stores out...they also have the minutes cards...but if you talk alot contract maybe the way to go....
