I think in his rookie state he's weak but when he becomes angemon and magnangemon he's very very strong

Patamon is more like a late bloomer. Towards the end of Season 1 he digivolves and jumps to one of the TOP digimon. But PATAMON without digivolving is pretty weak.

I don't think he's weak, but he is a rookie.
but when he's an angemon or in his ultimate, mann he's strong.
well actually, now i think about it he does look weaker compared to the other digimon.

he's on level rookie so he's not too strong, when a digimon digivolve (evolve) to a level champion and so on,, it will bcome stronger

I think so, but they all are in their Rookie stages, each time they Digi-Volve they grow stronger.
I would list all the stages of each creature, but that would be pointelss to what you ask.
