That is to try to get people to buy people to buy 4 packs of hot dogs and 5 packs of buns, but I buy 1 pack of buns and 1 pack of hot dogs and give two hot dogs to the dog. He doesn't like buns.

not all dogs come 10 in a package some are eight. not all buns come in 8 i've seen 12 and other numbers.
