It goes back to the days when men fought with swords. They held the sword in their right hand and tore their shirt off with their left. Hence buttons left to right on men's shirts.

It is because when button up shirts were first introduced, wives still dressed their husbands. When they stood in front of them, the buttons would be as they would were used too, making it easier.

As with most female garments I suspect this was to make access more difficult.
