Is the little straw type thingy still in the perfume, or is has the liquid level really low? If that part is okay, I'd assume that the hole where the spray comes out is clogged. I'd try to clean it with rubbing alcohol and a pin or needle.

run a small amount of hot water in a shallow container dip the spray part of your perfume bottle in and let it sit for a few seconds, then take a pin to the spray nozzel.
Should work.

It could be clogged. Run it under hot water, then let it dry really well, or maybe poke it with a small needle. The sprayer should come off for better access to clean it.

Soak it in warm or hot water for about 10 minutes. It should loosen the residue up. Then use a soft brush to get rid of it. It should work good then.

Take the nozzle off and soak it in vinegar and water overnight. (this works in a baggie tied to a showerhead too!) Or just change the bottle.
