Then Secretary of State Powell on February 24, 2001:

"He (Saddam) has not developed any significant capability with respect to weapons of mass destruction. He is unable to project conventional power against his neighbors."

Then a little more than a year later from VP Dick Cheney on August 22, 2002:

"Simply stated, there is no doubt that Saddam Hussein now has weapons of mass destruction."

A lot can change in a year. There must have been intelligence received in that year that would be substantial enough to change the administration's position on the issue.
