If any particular instant or moment serves a purpose then it is fulfilled and not a waste/wasted! The many ways in which human beings may choose to use any particular time span however, can be a waste/wasted.
Each instant is like a tool.... a hammer for example, a hammer is still a hammer, regardless of its use, if its used to build something or used to destroy.

i am not sure at what time is time a wasted time, Here a quote from grays anatomy: "A couple hundred years ago, Benjamin Franklin shared with the world the secret of his success. “Never leave that till tomorrow,” he said, “which you can do today.” I don’t know why we put things off, but if I had to guess, I’d say it has a lot to do with fear. Fear of failure, fear of pain, fear of rejection We have to sweep today's possibilities under tomorrow's rug until we can't anymore - until we finally understand for ourselves what Benjamin Franklin meant: That knowing is better than wondering. That waking is better than sleeping." this makes some sense i guess we waste time when we stall, when we try to avoid the inevitable.
