if he loves you as much as he says he does, he'd be happy with a friendship. make it clear that you're not interested in a different kind of relationship. be honest and firm, but don't get snappy or rude.

If you like him I would say go out with him. ALthough if he went from being your friend to love it sounds kind of fishy (depending on how well you've been friends and known eachother of course.)

just let him know that losing him would be awful but you cant see him as your bf because you see him more brotherly and it would seem weird to you. thats what i would do, just remember to keep his feelings in mind because it sounds like a delicate matter.
