Have you ever watched a house or senate hearing?

It takes them foreeever to go about the process of introducing a bill and yielding bits and pieces of time for eveeryone and their dogs cousin to talk about it even when the subject has been already drug through every possible angle.

Nothing would get done if it had to be done in more than one language.
