Can't be any visible holes in the car... especially the floorboards.
It is considered a hazard and thus not safe if there's bad deterioration visible. The body and floorpan of the car is needed for structural strength (in most cases for most vehicles).

If you're asking about safety in the business of autobody, a mask, gloves and safety glasses with no hanging clothing should get you by.
