A small tropical country's government is going to pass a bill (without objection) to allow its minister's salary to increase from US$750,000 per annual to US$1,400,000 per annual.
Thus, i am wondering if this salary package is justifiable for a country with on 4 million population?

I agree with you that this is unjust. Imagine every individual will need to pay about S$0.60 per year for one minister's salary. This is ridiculous. No where in the world, the ministers salary are tied wih the top CEO. Don't forget CEO bring in million of dollars for the company and their salary is normally plus profit sharing. But the ministers just ask for "compulsary donation" from their citizen.

A richest tropical country with the poorest citizens. This is what happening in this country. Migrate if you can.

I think large salary is justifiable.
There are two main reasons why I think this....
1) What sort of politician do you attract if the annual salary is $20,000? The way I see it, the higher the remuneration the more competitive the role and the better the candidates will be. Also, I think governments should go further and reduce the politician's abilities to obtain work in jobs that are a conflict of interest when they leave office.
2) Political leaders have high responsibility, it makes not much sense why the CEO of almost every S&P500 company earns more that the US president.

Well, I think we all have our angles and our purposes.

Here in the USA we pay millions to morons who dribble basketballs or throw footballs. Is it any worse to pay a million to a TV Preacher?
