It's all dependent on the shades of your skin, hair, complexion, and eyes. These features determine your season : Spring, Summer, Fall, or Winter. Each person is different. I,for instance, am a winter. Winter's are either Dark Brunettes with pale clear features, or dark/ very fair blonds. They can wear jewel colors : true red (ruby), true white (like diamonds), etc. Fall's are similar to leaves in the fall. They have freckles or very brown based complexions. So they can get away with any color containing brown or orange. Summers are alot like Falls except they can wear brighter, less muted colors (very yellow complexions). Springs are pink based. Gold, pink, mauve. Springs are very specific and if you aren't one you could look very muted in the face.
HOWEVER. As far as I'm concerned if you like a color on you and you feel confident in it, it doesn't matter if it's right for you or not. Go with your instincts. If you pick up a tube of lipstick and you like it, go with it. Just don't overdue it. GOOD LUCK !

Since you said you are pretty fair, for make up I would suggest bronzers and bright colors to make your skin look fresher.
As far as clothes...most blondes look good in all colors, except for maybe yellow though. That might blend in to your hair and skin color too much.

i have a friend very much like you, light blonde hair w/blue eyes and very fair skin. she always looks very pretty with blue eyeliner. this makes her eyes look so beautiful and they really stand out too. as for clothing colors, light pinks and purples should be pretty and they go well with fair skin. hopefully this will help you out =]

If you get a slight tan, natural and earth colors look good. I'm same description, but now I am slightly tanned. Stick around army greens, browns, spring greens... I love brown and green combos. Also maroon is fantastic.
Brown eyeliner brings out blue eyes, but also experiment with black.
Putting on too much make-up is not flattering on anyone. You're born with your natural beauty, accent it, don't completely change it.

dark brown eyeliner. brown eyeshadow, black mascara. lip gloss. green, blue, or other colors of that familily for clothes.
