To sell on ebay you must open a "seller's account." There is a fee for each auction you set up, and all the "extras" to make your page look nice cost more. For example, the first picture I think is free, and then each extra costs more.
To open a seller's account, on the main ebay page click "Sell" and it'll take you through the steps.
To receive payments via credit card, you have to sign up for a service such as paypal (www.paypal.com). It's a secure site that works with ebay for payments. If you don't want to do that, you'll only be able to receive payments by having people send you cash, personal checks, money orders, etc. in the mail. Not as secure, and you won't be able to ship the item until it all clears so it takes longer.
For shipping, they have a calculator to help you estimate how much shipping will cost you when you set up your auction. Or, you can just pick a cost (say $5.00) and set it. It'll be displayed to anyone who looks at your auction and that amount gets added to their final payment to you.
