basically do buffers neutrilize the addition of acids by neutrilizing it with the anion of the acid's salt within the buffer? and it neutrilizes the addition of base by the acid in it producing H+ ions? thanks

Buffers neutralize acid addition by having the base of the conjugate acid-base pair react with the acid, as so:

A- + H+ ---> HA

They neutralize base addition by having the acid of the pair react with hydroxide:

HA + OH- ---> A- + H2O
