Since you asked this in zoology, I assume that you mean _hip dysplasia_ as it can occur in a _dog_ - - and not in a human (usually an infant).

yes, a genetic defect, it's a malformation of one or both hip joints, much more prevalent in girls than boys, it can sometimes be fixed if caught early by resetting the hip and then wearing a body cast for several months (as my daughter had to), or in more extreme cases, again preferably young, they can hollow out the nock where the hip joint should be into a cup shape to hold the hip.
