What can I do if my laptop fan is making a continuous buzzing noise ? Is it dust ?
Any help is appreciated.

Generally this means your fan bearing has worn out. You really should replace the fan.

I have broken the seal and lubricated them on occasion when I didn't have a replacement, but that does not last too long. You need a new fan as soon as possible.

Check the fan size and then go to someplace like "TigerDirect" and buy a couple. Usually they're fairly cheap.

Worst case scenario is the following.
If your CPU fan stops entirely and you are powered up your computer will literally meltdown and or burst into flaming shards of shrapnel. when that happens forget about fixing it and buy a new one.
You need to replace fan A.S.A.P. or face the cost of replacing the entire computer.

your fan might be worn out, how old is the laptop? if you can't do that, you might want to clean it
