Make the following revisions to cell phone technology:
If a certain type of radio signal is present,
cell phone would never use a ring-tone, only vibrate.
Also, when that signal was present, they couldn't call out.
Broadcast that signal in "quiet" places (theaters, etc).
This would allow doctors to go to movies (and
get called ... one would hope they would then leave
the theater). It would discourage random calling out.
That leaves people who get calls (silently) and choose
not to leave the theater...
Those people ... well, you shoot those people.
You could, of course, simply make cell phones
NOT WORK if that signal was present, but that
would prevent doctors and other emergency workers
who are on-call from going to these places. Most
of these people are aware of the situation, and they
can't talk with other people present for HIPPA reasons
anyways.

Take your own phone with ya! NOT a cell phone though. Take a regular house phone that has the cord on it. Then you can use this cord to strangle the rudeness right out of those so-called movie patrons!
BTW, what does the color of their skin have to do with them talking on a cell phone during a movie? Wouldn't the majority be 'rude' instead of 'black'?

Complain to the workers of the theater. They can ask these clods to leave. If they do nothing, raise a stink to the manager and threated to take your business elsewhere AND to write to the local newspaper about how theater employees do not care about their paying customers. THAT should get their attention. If more people speak up more often, perhaps someone would get a clue.

I have to agree with all of you who answered, especially Redneckw. What the movie theater should do is not allow it. If someone does not comply then remove them from the theater or make them pay a fine, once the rules & regulations have been made to the public before entering.

You will never be able to stop people from talking to each other while at the movies, however, yes you can thow things at them to let them know that they are not going unnoticed.
Cell phones/mobiles however, most theatres are starting to block all satellite reception so people are no longer able to receive or make calls.

the media.
Let's face it, if the tv tells us to do something, we will do it. If MTV suddenly said it was uncool to talk in movies (which it so IS), then people wouldn't do it. But, cell phones and talking have ruined the movie going experience for many, including myself. I find myself going to movies less and less, because I can't actually enjoy the film, when someone won't shut the hell up during it.
For a funny bit about this, read David Sedaris' Me Talk Pretty One Day, or listen to him on the audio book. It's great.
And one thing...don't ever be so ignorant as to stereotype a group who does this. Believe me, it is not a "black thing" to talk in movies. All races do it. So, if you are going to post a question on here, be careful how you word it, because that could be misconstrued. Word to the wise.

we have a flashlight like contraption on our keychain. you can get it at walmart and it has a little button that you can press to get light. When someone's phone rings we have shined it on the offending person and said, here let us help you find your phone (real loud). when they are talking into it we shine it on them and say, can we help you find your end button? usually embarrasses them enough to shut off the phone or end the call. you didn't pay for them to talk during the movie and people need to be more aware of the fact that they are being rude.

Assault weapons, maybe. I see signs now
in the library, some businesses(at the register),
being a Class C driver in the U.S., I'd
debate anyone on whether having a
beer(you can't in the car) and driving
and talking versus driving in heavy
traffic talking about something not
an emergency.

First off, I don't appeciate that racist comment you made here. I've seen people of ALL RACES who are rude in movie theatres and other venues!
If the other person's behavior bothers you that badly you have one of two choices: either complain to the theatre personnel or start renting LOTS of videos/DVDs and staying home!
