It is a reall piece of email. It just isn't a real lottery.
Snopes has done several articles about these "lotteries". Here is one that is about such a lottery in the Netherlands

Sorry, but if you didn't enter it, you didn't win it. And, if you did enter it, you probably didn't win it.

No! total scam. Do not cooperate. What they do i ask for your bank account information to transfer the funds too, but instead of putting money in they take some. Beware.
