It's a good question. The constitution states that anyone disqualified from being president can't be president. But there are some who take issue with the text of the 22nd Amendment, which states, in part:
"No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of the President more than once."
Some say that since this makes him ineligible to be ELECTED president, but not to actually BE president.
It's probably not something that would hold up in court (and there definitely would be lawsuits over it), and we'll never find out, because neither party would ever put someone on their slate that would make the entire ticket the target of lawsuits.

No, he cannot. Bill Clinton cannot serve in any capacity that lies in direct succession to the Presidency. The extra two years allowed by the Constitution (10 total) are for the purposes of a Vice President having to succeed an incapacitated President mid-term. He/she would then be able to run again, at least for one term, maybe two if they didn't serve the first time for more than two years. If Gore died the day after being sworn in, Bill couldn't serve in office for more than two years, he's already had eight. It would not be Constitutionally allowable, so he cannot be put into that position.

Al Gore can run - Bill Clinton cannot.
Bill clinton has had two terms(8 yrs) as president.
If(hypothetically), Gore should win, and a tragic event were to occur causing Gore's death in office, Clinton couldn't take on the post of president because he has already been there twice. It's called 'term limits'. Thus, running with Gore as a potential VP is out of the question.
Some of the above answerers have spoken it better than I, but it's only fair to use one's OWN words.

I don't think Bill could run for Vice-President. If something should happen to Gore than Bill would be president which would be unconstitutional as he has already served in that capacity.
