It dissolves (sucrose goes inot solution with water), *not* melts.

It only melts if the temperature exceeds the melting point of sucrose (186 C, which is much greater than the boiling point of water).

Yes, it should dissolve faster because it is similar to swirling where you would get the most atoms being penetrated by the running water as oppose to just having it sit in the coffee or water.
