I have never had a real job before, so if I made a resume' it would have nothing on it. When applying for a first job (it would be something simple like at a Target/Walmart/KMart store or an Old Navy/Ross/TJMaxx type store), would I need to give them a resume? And even if I don't give them a resume, do I need to send a cover letter? Or will the application itself be enough?

The application should be enough, but if you want to put together a simple resume to have with your application, you could maybe make make a list of any extra-curricular activities or clubs that you are or have been in, or maybe any awards you have received such as perfect attendance, etc., and maybe a couple of your teachers as references.

Application will be enough for those stores. You should also consider looking at the career center at your high school. There are usually better jobs posted there, with higher pay & generally will give you some experience in a "real job".
