The college game is geared more towards television than the professional game. Two twenty-minute halves plus the time for halftime - usually 10 minutes - plus the given "TV-timeouts" for commercials - fit just inside 2 hours. It makes for a really convenient "selling point" for networks and local tv stations.

college baskbetball is different from nba basketball in many ways and this is 1 of them. a college basketball game is not as long as a regulation nba game. nba games r much more intense so the players need more time 2 rest. there r also so many more college basketball teams than nba teams so they all need sum tv air time. 2 20 minute quarters+time outs+fouls should roughly b about 1 hour. 4 12 minute nba quraters+time outs+fouls is about 2 or more hours
