I would say it depends on your skin type and whether on not you are a contact lens wearer. As others have mentioned, the cream is not as oily and does "sink in" to the skin quicker & easier. I use the ointment because I like the added moisturization it gives to the delicate, sensitive area around my eyes (that occassionally gets irritated from removing the masses of eye makeup/mascara I wear). I do wear contact lens, but take them out at night so applying the ointment at night is never a problem and gives extra moisture (which may help the puffiness/bags, I'm not positive though but it can't hurt). If I am applying it in the mornings I am just careful not to get it into my eyes.
My skin type is combination so the oily nature of the ointment doesn't bother me around my eyes. In fact, they get extremely dry/chapped in the winter because I live in a ski town & am outside and skiing frequently. And in the summer, I am a golfer, stay outside on the boat a lot and out in the sun at the lake so the fragile skin around my eyes can get a little dried out. So it works for me. But if you have oily skin and/or wear contacts, I would say go with the cream. (Both the cream and the ointment contain the same amount of the ingredient that helps with the puffiness.)

If you decide to use Prep H under your eyes for puffiness, use the original ointment and only use it at night before bed.
Another tip: be sure to drink plenty of water, a glass before bed, another glass upon waking up and several (6-8) throughout the day. And get plenty of sleep.

Buy the cream. It dissolves quicker and isn't as oily and sticky as the ointment.

The cream works best...leave it on for about 1 hour before you start to get ready, then use cold water to wash it off

Hi, the ingredient that used to tighten skin was taken out several years ago, so regardless, I don't think it will matter now. :(
