i own a repair shop and if you have hooked up any kind of a new radio lately this can be causing this to happen ,also any additions you have made to the car id check these also, usually its something that was added to the car that causes this, and if not start looking over all the wires you can see for the tail lights,it will probably turn out to be a bad light socket causing this, but anytime one blows a fuse it means there's a wire going to ground on it,so keep this in mind when your looking for the cause, good luck i hope this helps.

You have a bad connection somewhere, either a bad ground, or there is water leaking into your tailights (maybe headlight, but I doubt it), which is causing shorts. Check for condensation in your lights, or moisture in trunk and kick panel area where fuse box is located.
