This is not going to be easy to give a yes/no answer to. Turtles usually need warm water to be healthy, but if they are getting good sunlight they can do well in cooler water.

Other factors will be how cold is it, how fast will it heat up, will it hold heat over night and if not how cold will it get?

What is the tempuature outside? If the water temp is at least 65 it won't hurt him. Remember 5 minutes of real sun is worth 5 hours of UV light. A happy turtle will bask with his head up and stretched out

Turtles hibernate in the winter, they don't like cold water. They're cold-blooded and absorb the cold from cold water and then die. It's not really a good idea to put it outside if it's still cold out...

it depends on how cold it is outside. the safest thing to do would be to keep him in his tank as its not good for them to go from hot temperatures(the tile and sun) to cold temperatures (the water) suddenly. ask your vet about it.
