I was wondering can I get a librar card from San Diego library
even though I dont live there?

To obtain an adult library card, patrons must present a picture ID, verification of their name, address and signature and complete a library card application. Patrons younger than 18 years old may be issued a library card if their parent's or guardian's signature is on the library card application. Library cards are free to applicants who reside within the State of California or own property in the City of San Diego, and to men and women serving in the Armed Forces who are stationed within San Diego County.

There is a $30 annual fee for a non-resident Library card.

Some towns have guest passes or you pay more for the card if you live out of the area.
